An administrative requirement imposed by the Bureau of Land Management on an application for permit to drill. The requirement directs the lessee to adopt specified practices that avoid or reduce environmental impacts from drilling operations.

Cedar Creek Farms submits an APD to drill on federal land. The BLM reviews the proposal and determines that additional safeguards are needed to protect nearby wetlands. It therefore attaches COAs requiring the use of closed-loop drilling systems and regular water-quality monitoring before approving the permit.
Christopher Collins challenges a BLM decision that added COAs to his APD. He claims the conditions violate federal statutes governing mineral leasing. The court recognizes federal question jurisdiction because the complaint asserts rights arising directly under federal law.
